The Glades Owners Association
Minutes for December 30, 2008
In attendance were Board Members, Don Cavaleri, Corinne Cox, Bob Friess, Don Lloyd, Ken Patterson, and Patty Wallace. Board Member, Tommy Easter, was absent from the meeting. There were owners representing 13 Glades homes in attendance. The Meeting was called to order at 6:32P by the President, Mr. Cavaleri.
Mr. Cavaleri requested that a/l homeowners cite their names and addresses for the minutes before speaking during the meeting.
The Minutes for the October 16, 2008 meeting and the November 22, 2008 Special Meeting were presented by the Secretary, Ms. Cox. A motion was made to accept the minutes of the meetings by Mr. Lloyd and seconded by Mr. Friess. The motion was carried.
The Treasurer's Report was presented by Treasurer, Mr. Friess.
The Glades' Newsletters sent were for July-Aug, September-October, and November- December. Three homeowners, Judy Lee, Tom Holmes, and Glenda Thomas said they either not received the newsletters or had only received one edition. Mr. Friess is going to check on this problem. He further noted that the newsletter is sent by 4th Class mail
to locals and 1
ST Class mail to other homeowners.The bank balance for Glades I was $37,490.79, including $10,0866.04 in a CD coming due in January. Glades II is operating in the red at this point.
Signage - A multitude of Homeowners have made highly favorable comments on the new signage, including comments about the signage improving property values. Mr. Friess advised the Board, as he did at the October 16,2008 meeting, that we will need an $100 per house one-time assessment in order to finish all stages of the signage, including the last one to be erected at the Beckrich Entrance. (Excerpt from October 16,2008 Meeting: At this time $45,000 has been set aside for the project. The total cost for all three entrances will be $83,000 with Hombre Golf Club paying a third of the costs for the Back Beach signage. Beckrich signage will be started after the end of road construction. The treasurer further noted that a $100 assessment may be needed to finish the entire project.) Discussion ensued. It was decided that the Homeowners needed to be advised again of the situation prior to receiving a bill for the assessment.
A motion was made to accept the Treasurer's Report by Ms. Cox and seconded by Ms. Wallace. The motion was carried.
The Maintenance Report was presented by Chairperson, Mr. Lloyd.
Lights will be out at the Beckrich Entrance until this coming Friday due to road construction. The City has turned off the power. Also, the lights at the Middle Beach Entrance are back on again. We are having a continuing problem with lights at the Entrances being destroyed. They will be replaced by lights flush to the ground after the signage is finished by the contractors.
Signage - Hombre Golf Club will be paying $17,800 as their portion of the signage at the Back Beach Entrance.
The sprinklers in the Common Area have been shut down until next year. When the ponds are down, there is no water available for the sprinklers.
Mr. Lloyd
is going to investigate Florida Law to see what the ruling is about an owner maintaining their yard if the house is for sale. Ms. Cox mentioned that the Code Enforcement Agent for Panama City Beach will get involved since not maintaining your property is a violation of Beach Codes.Mr. Lloyd
also observed that speeding on South Glades Trail is getting worse. We are going to go back to the City Manager and see if neighborhood has been declared a residential neighborhood by Panama City Beach yet. Then non-residents cutting through the neighborhood can be ticketed by the police.Mr. Friess made a motion to accept the Maintenance Report and it was seconded by Ms. Wallace. The motion was carried.
The Social Committee Report was presented by the Chairperson, Ms. Wallace.
A discussion about the success of The Glades Christmas Party took place. A wonderful time was had by the forty people who attended the gala at The Breakers. Her only disappointment was that more neighbors did not partake of the festivities. One neighbor suggested it was the $30.00 per person amount. Most people did not realize that the price included two drinks per person, sodas were free, and entertainment. With those included it was well worth the price.
Ms. Wallace reviewed the caroling that occurred in the neighborhood on December 13th. Their were families with children that came out to participate. This event did not have a large participation and she wanted feedback on possible reasons. Mr. Patterson said that many churches had events on the same night. Perhaps we could try a Sunday or weekday versus a Saturday evening.
A motion was made to accept the Social Committee Report by Mr. Lloyd, seconded by Mr. Patterson. The motion was carried.
President Cavaleri called for New Business.
Homeowner John Thomas asked who the attorney of record was for The Glades. Lisa Walters of Burke, Blue, Hutchison, Walters & Smith, P.A..

Homeowner Judy Lee met with Dan McGrath of the Hombre Golf Club to discuss Hombre taking over maintenance of the Glades II ponds. Mr. McGrath was going to meet with a representative of Fisher-Brown Insurance to determine what was required of Hombre to make this possible. (Do they have to lease or purchase the ponds?) Mr. Cavaleri discussed how Glades II could remove the ponds impact on their dues structures. He hopes it will come to fruition.
A motion was made by Mr. Friess to raise the Glades I portion of the dues (all sections of the Glades pay this) by $25.00 per year, bring that total to $200 per year. It was seconded by Ms. Wallace. The motion was carried.
Mr. Friess made a motion that an $100 assessment per lot should be levied to finish the signage. Many attending homeowners were vocal on this motion when the period of discussion commenced. There being no second to the motion, it died.
After
comments by homeowners, Ms. Lee, Mr. Thomas, Sue Panovic, and Glenda Watson, Ms. Cox noted that she thought we should give the homeowners an alert to the possible assessment and consult with our attorney to see about the legality of levying same. Mr. Lloyd made a motion that the homeowners needed to be alerted to the assessment and not have it included in their dues bill and that we consult our attorney. Ms. Cox seconded it and the motion was carried. Mr. Friess is going to put out a letter to the homeowners tomorrow.There being no more business, Mr. Cox made a motion to adjourn and Ms. Wallace seconded it. The motion was carried and the meeting was adjourned at 8:36P.
