The March 25, 2010 meeting of The Glades Owners Association was called to order at 6:30 pm on Thursday, March 25 by President Gus Martell.
Attendees at the meeting were: Judy Lee, Gus A Martell, Tom Holmes, George McNitt,
Art Chambers, Tom Easter, Bill Cocklin, Barbara Fraley, Hank Prentiss and Diana Holmes.
Minutes of the annual February meeting were read by Barbara Fraley.
The minutes noted that there are six foreclosures in community. Bay Landscaping is doing a great job. Swat Pest Control is doing lawn and grass pest control of all common areas.
Motion to accept minutes, all were in favor.
Then Barbara Fraley read the Minutes of Officers Meeting, following the Annual Board meeting. Nine people in attendance
New board will consist of:
Gus Martell - President
Tom Holmes – Environmental Chair
Barbara Fraley – Secretary
Director – Art Chambers
Judy Lee- Maintenance Chairman
Bob Friess was in attendance at the annual meeting and submitted that he was only interested in being the board treasurer. The new board agreed that George McNitt had already been contracted to serve as Treasurer; so Bob Friess resigned at annual meeting.
A motion to accept minutes as read was presented by Tom Homes, accepted by all.
Old Business – Gus Martell presented a letter from Jan Scott, stating she was not interested in being on the board at this time. Gus emailed her accepting her resignation, asking if she would reconsider at a later time. Question from the floor: Has anyone researched someone to replace Jan. A suggestion was made to appoint Bill Cocklin to the board. Bill stated that since they were not here year round, that he would miss too many board meetings. He did state his willingness to help with special projects when in residence.
In other old business: Letters are still missing on Beckrich Entrance sign. George McNitt said they had a problem with blistering on the sign. The Association still owes for the lettering, everything else has been paid to John Spillers. Lettering contractor is a separate vendor; and the lettering should be complete soon.
Gus discussed having just 4 members on board and discussed working with Art Chambers on bi-laws. Discussion on the floor raised by Bill Cocklin, about updating bi-laws, could board go door to door and approach people to sign new bylaws. Art Chambers discussed possible legal action by going door to door and the problem of getting a quorum of neighbors to agree to sign new bylaws. Judy said that if new bylaws were mailed to all neighbors, with a return stamp, that they would mail it. Judy suggested that several years ago a lot of signatures were returned by mail.
There was discussion about the need for new by-laws, which would help re-establish the neighborhood ordinances.
Hank Prentiss presented a letter in regard to safety issues. The basis to be put on future agendas:
Speeding, safety, signage is missing and lopsided. Parking on the shoulders of road, leading to broken sprinklers, cables.
Across the street, they believe there are two families in home.
Need to begin correcting measures, to maintain property values. Lawns are left un- mowed, stuff falling down. Art stated he was having a problem with his lawn, due to nematodes. Hank disclosed a website - www.ccfj.net, that could answer any question about legal issues.
Bill Cocklin mentioned the Golden Rules of the Glades, stated on the back of directory. That all neighbors needed to reinforce community improvements and common courtesies.
Old Business – Treasurer’s Report: George McNitt, noted that according to P & L statement almost everyone paid dues on time. Other than biz as usual, accounts receivable showed a .24 credit, due to a resident overpaying by .24. Bill Cocklin suggested that it just right it off as biz expense. Gus asked for questions from the floor; asked for motion. Tom Easter said he cut water off at Middle Beach entrance, thus saving $600. There was discussion about water bills and alternatives to using city water. Barbara said they put in a well. Judy recommended that we don’t do anything about putting in a well at this point in time. Gus presented a motion to accept the Treasurer’s report. The motion was approved first by Art Chambers, seconded by Tom Holmes.
Environmental/ Architectural Report – Gus Martell discussed letters of approval seeking bids for new roofing. He also noted hat someone had asked about a metal roof; thereby reaffirming the need for new bylaws.
Maintenance/Repair Report was presented by Chairperson Judy Lee. Judy discussed placement of borders, stones, and stepping stones by mailbox. Judy also discussed the placement of large oversized stones on the right of way where a driver tore up the sod. Judy passed around a proposal to finish landscaping at the neighborhood entrances; for a total $3492.50. Judy asked the board for approval to pay Bay Landscape to freshen the plantings at the entrances. Tom Holmes motioned 1st, Art Chambers seconded the motion. The motion was approved by all. Gus asked about the placement of large stones and bench on right of way. According to Judy Lee, the owner of Bay Landscapes said that large stones were strategically placed to defer drivers. Judy brought up the contract with Bay Landscaping. She presented a 2 yr and 3 yr contract. Glades could save 3% on 2 yrs. and 5% on 3yr; for a savings of $300 per year. To be billed monthly and paid by Treasurer. Call for motion by Gus. Tom Easter asked if this board could decide for future boards. Gus entertained motion. Art Chambers approved first; Tom Holmes second. The Board agreed and passed to extend Bay Landscapes contract for 3 years.
Other new business – The fence located behind the large rocks is leaning due to some trees pushing the fence, causing it to lean. The trees are on the Church’s property.
Gus Martell suggested we contact the Church for permission to remove the dead trees. Judy Lee volunteered to investigate and get permission from the Church; and to handle fixing the fence.
Call for other new business. Hank brought up letter from Candidate, John Reichard. According to Reichard, we are the mercy of the City Council. Tom Easter said that in order to close any streets, the city has to post notice publically. Easter said he had talked to troopers, asked about marked cars being in neighborhood to defer speeders. Hank says something has to be done about speeders. Gus asked if we could send a letter to the City of Panama City Beach asking the police to watch the neighborhood for speeders. Tom said that a letter is more effective than a phone call. Bill Cocklin stated that he had owned here for 5 yrs; lived here for 3. Bill said he would help Hank to get signatures and send a letter to city. Hank said that striping and new signs might need to be replaced. Hank said he’s mentioned this to Jimmy Patronis.
The meeting was adjourned at 7:27pm
